REGIONAL PROGRAMS

Basis:
1.  State law.
2.  NGRDC bylaws/resolutions.
3.  Inherent to RDC purposes/
     function.

Definition:
1.  Activities directed at achieving 
     economic growth, develop-
     ment, improved community 
     facilities and services, and 
     resource conservation.
2.  Objective, scope, and impact 
     benefit the region as a whole 
     or a substantial part of  it.

Types:
1.  Regional plans and studies.
2.  Enterprise development.
3.  Community & economic 
     development projects.
4.  Basic RDC functions.

Funding:
1.  Local dues.
2.  State financial assistance/
     contracts.
3.  Federal grants.

LOCAL PROGRAMS

Basis:
1.  Local governmental authority/
     responsibility.
2.  Request for staff assistance.

Definition:
1.  Assistance tailored to need or 
     initiative of local government.
2.  Assistance available but not 
     required of all local 
     governments.
3.  Assistance is measurable and 
     has identifiable recipient.

Types:
1.  Local planning (comprehensive
     and special purpose), 
     administration (ie.,development
     controls) and map projects.
2.  Local governmental 
     administration (ie., grants, 
     administration).

Funding:
1.  Local service contract fees.
2.  Federal grants (consultation/ 
     coordination and special 
     purpose).
3.  State financial assistance 
     (special purpose).

REGIONAL ADMINISTRATIVE
SERVICES
Basis:
1.  NGRDC eligible to participate in
     special purpose program 
     initiative.
2.  Participation authorized based
     on Policy Board input and 
     guidance needs, administrative
     efficiencies, and coordination 
     opportunities.

Definition:
1.  Services initiatives with 
     functional or specialized 
    development and service 
    delivery administration.

Types:
1.  Aging services.
2.  Job training services.
3.  Other functional services.

Funding:
1.  Federal/state funds (special 
     purpose).
2.  Local dues.
3.  Local supplemental funds 
     (when necessary).
4.  In-kind (when available).
